Important Public Information: E-Scooters

In the wake of serious injuries including a tragic death, the Folcroft Police are putting effort forth to increase public safety awareness and to educate residents of the law governing the use of electric scooters in the Borough of Folcroft.

Roadways: PA law is strict in regards to electric scooters on public roads. The state considers E scooters as vehicles, meaning they are not exempt from titling and registration requirements set forth by Penn DOT. E scooters are required to pass equipment and inspections standards, thus making them illegal to ride on Pennsylvania roads without these standards.

Sidewalks: Pennsylvania law also prohibits E scooters on sidewalks. PA Vehicle code Title 75 Section 3703 makes it illegal to ride any vehicle on the sidewalk, except if it is human powered.

Borough Ordinance: Folcroft Borough Ordinance 570-24 - Operation of motor vehicles restricted on public lands - No motor vehicle, motorcycle, minibike or other motor driven vehicle including, but not limited to, all terrain vehicles, shall be operated on any lands owned by the Borough of Folcroft.

To Legally Ride E Scooters: Currently, the only lawful use of E scooters is on private property and you must have obtained expressed permission of the property owner to ride such E scooters on their property.
